I suppose that might have to do with Arcane Adversaries spinning out of The Mystic World. IIRC, Hero Games decided that the TMW was over-long, and decided to publish most of the NPCs in a second book. So the master villains -- Skarn, Tyrannon and the Dragon -- stayed in TMW while the rest became the content of AA.

It is. I probably would have gone a different route. Since they published even more in a second spin off as a PDF Only (Mystic Menaces Funpack) They probably could have put that into Mystic World, taken a few Master Villains out of that and put them in Arcane Adversaires. The Dragon is a good choice to put into Arcane Adversaries since it's a main focus of the Sylvestri Clan.

Yeah, I would have preferred an expanded section on the Dragon, as I remember it having the shortest amount of pagespace in TMW, despite being the one that grabbed my attention the most.
