It's the first part of a unified model for role-playing.

Are you asking me? If so, it was the unnecessary use of jargon, the pseudointellectual tone, and overall dryness to the point of making it inapplicable to real roleplaying games. Furthermore, it was sufficiently vague as to not really say much about anything.

Application to 'real' role-playing games (whatever does that mean) will arrive in part II. I'm going to expand and consolidate part I, for the moment.

You have definately put a great deal of work into this. I am curious about where you think this project will take you?
The problem I see with this is its potential application. You may find that attempting to incorporate this into your style of GMing or game writing sucks many hours out of writing to fit the completely sterile model instead of the gamers seated at your own table.
Successful gaming = fun / successful social gathering
In my experience it is more important for me to incorporate my friend Peter's love of macho sword slinging barbarians and my friend Steve's determination to almost always play a thiefy mage (no matter what genre we are playing) into the evenings story than it is run one game system over another.
As a GM I get to know my players as friends as much as possible so I can understand something about what they enjoy in an adventure and what causes them to bang their head against the table after falling into a deep snoring slumber...
Even as a new player in a group my best experiences have always been when the GM gives me a warm greeting and makes me feel very welcome and the other players follow suit, make room for me at the table...chit chat with me and joke. Having someone toss me some of their junk food or pass me a soda or beer (depending on the crowd) is always nice. Showing some appreciation for something I contribute like some painted figures or a fun character or artwork or just my presence is always great.
As a DM or GM I always know my game is going well when the players around the table are either mostly leaning forward keenly interested in their plotting or plans...shouting and cheering when they roll the dice or laughing until they can barely breathe.

I mean the OP. I just don't understand the purpose of this document. Why have a unified (and apparently totally abstracted) theory? Is it to aid further development, or to describe the hobby to others, or to tie the study of RPGs with other, better established social sciences? Who is the intended audience? (And I say "audience" not "reader" since the whole thing looks like it's meant to be a PowerPoint for a presentation)

At the moment there isn't really enough to comment on, beyond a list of definitions (some of them needlessly complex). I'll comment in greater depth when there's some substance to it. I have to agree with other posters however, and can't help feeling it just a touch pretentious. That said, I find the vast majority of RPG theory a touch pretentious, so I admit I am probably not the target audience here.
