The True20 Adventure Roleplaying rule book's section about vehicles is a little over two pages long. Heroic Toolkits: Vehicles covers nearly thirty times as much ground at considerably less then the cost of a full gas tank.

I believe Reality Deviants is planning to append the rules that appeared in Technothrillers to future editions of Vehicles.

Commited Hero is correct.

I'll be cleaning up some errata and adding the Technothrillers chase rules into the book this week.
