Great review, Chris!

I'm not sure that I'd call this a "generic" supplement for HEX, although I can see why you'd say that. Although the book doesn't make this clear, based on some conversations I've had with the author, the natures of magic, psychic powers, and gadgets have a pretty significant relationship to the Hollow Earth.

As to the Atlantean powers: yes, those are great for a semi-super pulp hero. As it happens, I've been using those for a mysterious masked PC known only as... <i>The Whisper</i>.
