Owning and having just reread the original issues, the book is based in Dreamwave's G1 comic continuity, which is something of a mix of cartoon and original Marvel comic, with their own new twists. You can see references to this in the entry for Gnaw, for example, and it shows up more in the issues included in the second volume, with things like the details on Reflector and the material from what was issue #8, a sort of 'Appendix' which covers the various elements of the Transformers universe as established by DW.

As for Galvatron, I never read most of the DW G1 comics (although I did read the War Within, Armada/Energon and MTMTE books), but I think they were being a bit cagey because they'd only just introduced Unicron on the fringes at the point that these books were first published, so they probably didn't want to commit themselves on how Galvatron would be brought in.

I realized they left out Octane (the 'evil Optimus'), and Sunstorm- they might've been created after these books..
