Been thinking of this for awhile. The setting's a dark fantasy. Or low fantasy. Think Berserk, Conan, stuff like that. Plenty of monsters, evil rulers, dark magic, horrible mages, evil wizards, skeletons, slavery, and dung ages.

Except for this place. This place is different. So let's say that your players have arrived here. Now what do they see? It can range from superscience to widespread good magic. It can range from people no longer suffering in the streets, to a non corrupt policeman on every corner.

1) Sewers
And they work really well. I mean, you probably shouldn't touch the mix of mundane and magical wastes that flows there, but that's kinda the point: You don't have to. It even has a lot of dry space and is well lighted, because some people have to work there. Occasionally golems wade through the sewage to deal with blockades and such, but they get a shower before they come back to the surface.

3) A bottomless Black Well, surrounded by a wall and roof, made of black stone, a black bucket on a chain which, when lowered, never brings up water, occasionally the moans of the Departed and of Demons can be heard a long way down.

4) The lights! The lights! So many lights. There's a glow crystal in every street corner and alleyway, and miraculously, no one's trying to steal it. The rogues, ninjas, and sneaky stabby types are feeling rather out of place with no dark alleyways to skulk in.

5) Under the sewers, the ruins of the previous iterations of the City, with each version making the hill a little bit higher.

well, basically, 6)...nothing. The top of the hill holds the temple of the goddess of rain and mists, that only the fey can find. You see nothing.

7) A large group of children aged around 7 or 8. You initially think they are a gang of street urchins who will try to distract and steal from you, but they seem remarkably clean and well-dressed (in very similar clothes) and a couple of harried-looking adults are with them.

It's a school field trip.

8) It's clean, and well lit. Everyone is healthy, cheerful, and friendly.

9) A huge magical crystal in the middle of town, that glows with a warm, calming light. Some say it is the source of the town's prosperity.

10) The group goes to the slums and poorer districts for black market, illicit information brokers, rogues and hired knives, orphans with an eye out for things, and basically all that stuff.

They can't find it. It doesn't exist. Not because they were but killed, but because they pretty much get subsidized housing, food, and clothing. What passes for a slum here is the equivalent of comfortable lower-middle class.
