The point is that what partial rules existed weren't in the same place as the rules for riding, finding things, swimming, jumping, and all the other stuff that every character should be able to do. They were scattered throughout random books without pre-planning.

D&D operated for nearly three decades without a universal skills system. I recognized that lack and sold an article because of it, which is the point of the article.
