It's been years since I've purchased a computer of any sort, but tell me: how hard/expensive would it be to obtain a laptop that could run CoH without undue lagging? It would be nice to be able to play with my son, and ideally we could find other games that would work as well.

(Our PC is about 12 years old, running Windows 10, and the most sophisticated game that I've been able to run on it was Titanfall I. It's possible that it could handle better, but in recent years I've been getting games for the PS4 instead.)

Water/Willpower is pretty solid and straight forward. Willpower doesn't have a lot of fiddly pieces to manage, it just makes you more durable overall.

Opportunity is the inherent Sentinels get and it's an interesting one. Basically once your bar is charged up, the next shot with either of the first two powers in your list will create an "opportunity" on the mob you shoot. An Offensive Opportunity will make attacks from all sources do more damage to the mob, while a Defensive opportunity will make your attacks return health when you hit the affected mob.

Typically Offensive opportunities are the more useful ones, only because the heal from the Defensive version is kinda low (also more outgoing damage means faster kill speed means less incoming damage to worry about).
Thanks. That explains the inexplicable red ring I saw popping up all the time. I just didn't tie it to the Opportunity bar maxing out. I saw the targeting graphic, but I just thought that was tied to one of my powers--which is technically true but not the way I was thinking.

I saw a table with number of players on blue and on red. Since I had no takers for Death from Below while I was playing on CoV, seems like team-ups are easier to find on blue? Granted, my sample size is tiny.

I do like the sniper changes. Also this:
  • Earth Control > Animate Stone: should no longer stop to reconsider it's life choices for about 6 seconds after using Hurl.

Basically anything that isn't a 12 year old POS machine should do it. You might be able to buy a system that doesn't meet the recommended specs but I think you'd have to work pretty hard to do it. Note that because Homecoming is download only the CD-ROM requirements don't matter.

Well years ago I used to occaisionally run it on my work craptop - a Celeron with an integrated graphics card. Not particularly well mind you, but honestly, any computer dating from any time after its launch should be fine.

Oh yeah, I do remember the university. I think I did craft my own IOs. And I had forgotten all about Pocket D until you mentioned it.
Someone on the Homecoming Forums put together a really great guide to the major changes in each of the Issues on the old live servers, if you want something to quick help you figure out what you missed, look at the pinned messages at the top of the Guide section for one titled "A Guide to the Issues" or something like that.

CoH has rather low requirements, so a 12 year old computer may be able to run it acceptably assuming it has discrete graphics and working OpenGL drivers. (Ideally this means download the newest drivers for Windows 10 (or 7) from the graphics card manufacturer.)

Conversely, for a new system, getting newer hardware is the way to go. Using more recent hardware as opposed to hardware from 2012, when CoH shut down originally, is preferable. Drivers for newer hardware are more likely to be available and work properly.

There isn't actually much that can be done to improve performance. The graphics options are not well optimized in CoH. At least for me, the game runs at roughly the same framerate regardless of the graphics settings used. The effect on framerate from using a new $700 video card seems to be minimal when compared to a five year old graphics card. In any case, the framerate of CoH on any system is not really good, but it works.

There isn't actually much that can be done to improve performance. The graphics options are not well optimized in CoH. In any case, the framerate of CoH on any system is not really good, but it works.
City of Heroes predates things like multithreading, or even common use of multi-core processors, so it can't take advantage of any of those tricks. In some cases, a modern computer could potentially run old games worse than contemporary early 2000s machines. This is why there's efforts to reverse-engineer the code, so it can then be modernized.
