[Create-a-setting] Kingdoms of the 11 Worlds

(This is a riff off one of my fanfic settings to see what other people would do with the core concept...)

It is the Silver Age of Mankind, thousands of years ago before the Ice covered the Earth and the Worlds of Man fell into darkness, erasing all evidence of this once mighty civilization. In this age, magic is very powerful, and men travel between the worlds of the Solar System with great magical craft and air fills what now is void, kept in by the Great Shield which protects the 11 worlds (Mercury, Venus, Earth, the Moon, Mars, Odysseus (where the asteroid belt is now), Jupiter, Saturn, Uranus, Neptune, and Pluto) from the Things which once conquered it in the darkness of the distant past.

Humanity dominates the Solar System, though the Fae rule the planet Venus and the Dwarves delve deep into the planet Mercury, and some monsters still lurk in the darkness, preying on those who leave the most civilized areas.

Each world is guarded by a set of warriors also trained in various arts of magic, though each world has its own specialty, who serve the various governments of the worlds. (These will need to be defined). They also guard the 11 Keystones which keep up the Great Shield.

The current order was founded by the war-magus Akhenathotopses, Priest of the Absolute God; before this, all the world was absolute chaos. All worlds bowed to the Absolute God except for Sun, who boasted: I am the Absolute, there is none more Absolute than I. Akhenathotopses led an army of 1,000 saints and 1,000 monsters into the heart of the sun, to establish a kingdom there; when they have finished their conquest, it is said, they will return to establish the original utopic state of affairs, from which the celestial order has long degenerated.

The greatest of all armor-bound warriors are the Nine Hundred and Ninety-Nine Jovian Queens; to enter their number, one must design, build, and pilot one's own war-suit and challenge an existing queen in her fief. (One doesn't have to be a female human native to Jupiter, but almost all are.) Due to the method through which its rulers are selected, Jupiter consistently develops the most advanced magics and techniques, but for all of it remains a wartorn hellhole. Its great storms match its social temperament, and no one has ever seen the ground - it's storms all the way down. Only the greatest of monks knows how to calm himself enough that the skies clear.

Sci-fi rip-off of a dutch youth book:

Pluto & charon, from the outside, are ice planets much as it has been for millions of years. Protective suits have to be worn to reach inside, and the outside is hostile and filled with raiders.
The inside of Pluto has a colony left from a war long forgotten. Charon hides a lush world where a powerful matriarchy holds sway. Recently, steam power has been reinvented on Pluto, and one faction has forcefully subdued the other plutonians with their new (steam)tanks and guns. Even more recently, they have crossed the border to chaorn, and started an unfair war against the pacifistic matriarch, but since when has war been fair. And for whom is it unfair, for upon arrival, the invaders could immediately sense the strange, but powerful sway the matriarch has over her people.

Slight change towards steamtech and the hint at magic (the power of the matriarch was quite mundane in the books), but it might work in your setting.

One thousand years ago, the Matriarch of Charon rose to power backed by blood magics and a taste for extermination. The cowering populace beseeched her for mercy, and she vowed to stay her hand in exchange for total obedience. Absent any criminality, Charon became a paradise, and her court philosophers praised her for the salutory act of founding state violence. But now it imperils her. She will not break her vows, for it is the basis of her right to domination, and if she is not a Matriarch of a Sovereign World, what is she?

The planet of Neptune is a planet entirely covered by ocean. It is also extremely cold. There are many floating ice burgs floating on the surface of the oceans, and this is where most of the population of the planet lives, they eat fish and other ocean creatures they can catch. Some larger ice burgs even have dirt on them where plant life grows.

There are many different groups who vie control of the planet of Neptune. One is the Priesthood of the Deep, magic users who live far beneath and ocean and who can control massive sea creatures called leviathans. Another group are pirates and sailors, who sail ships across Neptune's surface and sometimes raid ice burg communities.

Saturn is governed by communist democractic theocracy. Saturnians sincerely believe the phrase "vox populi, vox Dei". Though the people of Saturn opposed Akhenathotopses' holy war, they could do nothing to stop it. At the time, they did not have enough military or political influence.

...because the Saturnians are fundamentally mediocre. Akhenathotopses required saints and monsters for his retinue, for only the pure and depraved can reach the true heights of martial power. In the rings of Saturn, there is no injustice to perpetrate or avenge, no power to seize; care for the other is a matter of obedience to the state and social conventions, and a transgressive altruism is impossible. Monsters can bloom here, but not many too - who is that vindictive, who has been robbed of his sacred-profane ambition?

In the rings of Saturn, there is no injustice to perpetrate or avenge, no power to seize;
Saturn's People's Army of the Absolute God mostly handles national defense and border patrols. They are taught to use pneuma, the spiritual power of breath. Each soldier-theurgist is trained in many rigorous meditative breathing techniques.
