Duarte was a well-read guy, he probably knew others had tried before. He just assumed that he would of course be the one to succeed where all others failed. Megalomania and/or three decades of believing your own propaganda.

It's kind of a modified version of the Göbbels Doctrine; repeat a lie often enough and you may start to believe it yourself.

For real life examples, look no further than the White House for the exact same phenomenon.

I mean, you have the benefit of hindsight, you got to see all those mistakes they made! And of course that's the reason why they failed, not some more fundamental reason. You just have to avoid those mistakes, because you totally know better.

It's an overlooked moment, again, where the Chancellor just realizes how utterly fucked they are by the fact the doctor just admitted Duarte wasn't going to get better and never was.

They'd bet EVERYTHING on him.
