I think it depends. If you are using the Project to try an accomplish a concrete thing, and horrible things happen to your character along the way to accomplishing that thing, that works. Those horrible things can give you Destiny.

But if you want a Project to, say, have your character "live through a difficult time"... that's a case where the goal oriented nature of Projects is going to be a poor fit. By contrast, it's a perfectly legitimate Quest.

I really don't like quests, and I don't think I could enjoy running or playing in a game that used them. But that's another story.
