Did Town replace an existing City Clerk by stealing his Dharma or did just get elected the normal way?
He was probably given this Cover by the God-Machine and everyone just assumes that he got there the normal way.

City Clerk is usually an administrative position that is hired as opposed to elected. They run the elections so having it be an elected position itself is a little iffy

There's only ever been one City Clerk, so far as anyone can remember.

From 1965-1978, Mr Law was the City Clerk.
From 1978-1991, Mr Burb had been the City Clerk since 1965.
From 1991-2011, Mr Code had been the City Clerk since 1965.
From 2011 to the present, Mr Town has been the City Clerk since 1965.

It's just an example. My point is that the answer to 'how do we explain this detail' should always be 'whatever is the most amusing.' :)
Aah, okay. As a side note, Mr Town was supposed to be my characters "true name". Nicholas Daly is the name he goes by in his current cover and which most people would know him by.
