Borg are great game bad story. Putting a Lovecraftian God as a villain is a great trick...once.

But you can't have your heroes keep beating Cthulhu over and over without losing something. And if you don't have a villain for Picard (SEE I BRING US BACK!) to go Patrick Stewart on, then they're not a villain they're an earthquake.

I have always thought there was a missed opportunity when they got rid of Locutus. After defeating the Borg cube they should have Crusher state that Borg tech is to alien and advanced to simply handwave it away( as they did in canon) to Riker, so he doesn't just blow the cube up. Instead they keep it asleep. And Data keeps hacking their database as they call a dedicate science ship to help them harvest Borg tech and a few dozen of the Borg. After they have a bunch of tech safetly on the Science-ship for analysis, they can have Data staight that they tripped some alarm or that he can't keep the ship dormant anymore due to "blah" reasoning. Maybe it didn't do a regular check up with the rest of the hivemind and remote counterhack is kicking him out.
Before the Cube can truly awake they evacuate any remaining personal and THEN torpedo it.
Everyone on Enterprise keeps their promotions, notably Riker stays Captain, while Locutus insists that in this body he is definitely Locutus. He can be Picard again once they have figured out how to remove all the Borg tech. But he has (most) of his mind again(except when the writers want a little dramatic acting).
He gets demoted to Executive Officer{or maybe is just made an Attache´ of the Enterprise crew/unit even though that's not really a rank}.
Anyway, Locutus stays looking full Borg till the 6th season, and then he gradually gets more human looking, until finally he starts wearing his uniform and going by Picard. He stays EO until the Spock/Reunion indent and is then promoted right to Admiral, though he keeps a few Borg tech looking bits, as a reminder to the audience.
Then, when Voyager comes along, it's actually been made, not with actual Borg Tech, but with a bunch tech made by studying the Borg tech the feds got from that. It was made to fight the Borg, potentially. But also to test how well the tech does, before most of it is mass distributed.
Then you have an IN-univers explanation for why it's warp drive looks like a lava lamp(IMO). Also when they face the Borg their ship is better off than most federation ships. It's a big more adaptive. Notably they have a distributive power network, with a lot of little generators, instead of having the Warp Core generate/regulate most of the power.
It also gives the Borg some interest in not just destroying their ship, as they could study it.

Dude it was 1990. We were 3 years out from bab5. You could do that( really cool) idea now but the exec's would not agree to that.

Yeah, if you want a reference as to how Star Trek thought about serialisation, the showrunner of DS9 wanted the Dominion War to only last 5 episodes.

IDK. There was a thread about rebooting TNG or how would you have made it better or something and I thought of this.
I think a lot of us agree that going with the year two uniforms from the start would work a bit better. And making Troy wear it consistantly. Also making her the Diplomatic Core person on the ship would help explain why she is on the bridge(as opposed to handwaving her semi-useless psychic powers).
Might increase the crew to 5000 and have Beverly go from THE doctor to being in charge of a few other doctors(then you could just bring in Dr Polanski without having to rotate out Beverly in-universe, and when she doesn't work out just have her retreat to the background whiel you go back to focusing on Dr Crusher).

I liked the TNG Mirror Universe novel, where not only was Mirror Troy the ship's interrogation specialist, so was Regular Troy. Obviously the latter used much milder methods, but it's the natural job for an empath.

Just imagine Rick Berman trying to tell Patrick Stewart that he would be wearing Borg make-up for the next few years.
